A state DOC portrait and a county booking photo can both depict the same person yet document different episodes. Record the originating agency and date whenever an image is saved for a lawful personal, court, or records purpose.

- Ask expressly for “the booking photograph from that Custer County Jail admission.” Do not assume a general release-sheet request includes it.
- Select inspection or copies and provide the contact and delivery details requested by the form.
- For photograph or video delivery, follow the county instruction to provide an unopened 16GB thumb drive, the stated $2 processing amount, and prepaid return postage when that procedure applies.
- If part is withheld, request reasonably segregable public material and the legal basis for each withholding.

Idaho HB 620 Failed
Idaho Code §20-601 establishes that a booking photograph is created, but it does not require Custer County to post that photograph online. Custer publishes no photo roster. Access therefore proceeds through the ordinary public-record request and exemption analysis.
Idaho House Bill 620 from 2022 proposed mugshot-related restrictions, but the National Conference of State Legislatures tracker labels it failed. It did not become statewide law. Custer County's unusual media-delivery instruction deserves its own check before submitting a photo request. The form calls for an unopened 16GB thumb drive, a $2 processing payment, and prepaid return shipping for photographs or videos when the agency applies that procedure. Sending an opened drive or omitting return postage may delay fulfillment.
This is a delivery rule, not a guarantee that the photo will be disclosed. The custodian still reviews exemptions and may redact or withhold protected content. State the exact booking and photograph sought, keep a copy of the request, and ask for an itemized statement if eligible charges apply.
The request should separate the photograph from the release record. Ask for the booking image in one clear line, then list the release date, release authority, and disposition fields needed for context. This reduces the risk that an image is received without the record that identifies its episode. If the office has no responsive image or withholds it, ask for a written response rather than substituting an unofficial copy. Keep the agency response with any image so its source, date, and limits remain clear.
